Перш чым падаць большасць хадайніцтваў на грін-карту па працоўнай катэгорыі (EB-2 і EB-3), працадаўца павінен правесці тэст рынку працы ЗША і атрымаць сертыфікат працы ад Міністэрства працы: атрымаць вызначэнне бягучай зарплаты, аб'явіць вакансію і падаць форму ETA-9089. Сертыфікаваны PERM дзейнічае 180 дзён, на працягу якіх працадаўца падае форму I-140 у USCIS. "Сертыфікавана, тэрмін скончаны" азначае, што 180 дзён прайшлі — працадаўца мог ужо выкарыстаць сертыфікат для I-140.
