H-2A lets U.S. farms and ranches hire foreign workers for temporary or seasonal agricultural work. The employer first gets a labor certification from the Department of Labor, pays at least the Adverse Effect Wage Rate for the state, provides free housing to workers who cannot return home each day and pays for travel under the program rules.
